THE IHSS PUBLIC AUTHORITY

The County of Sacramento Board of Supervisors established the In-Home Supportive Services (IHSS) Public Authority as part of a continuum to help elderly and/or disabled adults and disabled children ("consumers") remain in their own homes with the support of in-home care (from "caregivers").  As the employer of record for IHSS caregivers, the Public Authority negotiates wages and benefits for IHSS caregivers, provides registry services to assist IHSS consumers in finding caregivers, and provides access to training for IHSS consumers and caregivers. The agency is also responsible for providing Provider Enrollment services for new caregivers.

In visiting this site, you can learn about the Caregiver Registry, provider enrollment and educational activities.

The Sacramento County IHSS Caregiver Registry is a database of specially screened caregivers who are looking to work for IHSS consumers. Not all IHSS providers are part of the Caregiver Registry. When a consumer calls the Registry looking for a new caregiver, Registry Specialists look at specific consumer needs, provider skills, availability, demographic data and other factors in order to find the best potential matches. A list of names is then provided to the IHSS consumer, who is responsible for interviewing and hiring the caregiver. This is a free service available to all IHSS consumers.

If you are a consumer in need of a caregiver, click here.

If you are a caregiver looking for new clients, click here.

Note: If you are a caregiver and you already have an IHSS consumer who would like to hire you, you DO NOT need to apply to the Registry. Instead, please click on the "Prov Enrollment" link above for information on Provider Enrollment requirements.

Please note that the Caregiver Registry is just a referral service. The IHSS consumer is the employer who will interview, hire, and supervise the caregiver chosen from the referral list.

Provider Enrollment Information

The California Legislature has established requirements that ALL providers must complete before being paid to work for ANY recipient.

STEPS TO ENROLL AS AN IHSS PROVIDER IN SACRAMENTO COUNTY:

 1. Attend an IHSS new provider orientation at the IHSS Public Authority.  Orientations are held Tuesday, Wednesday and Thursday mornings at 8:30 A.M.  Seating is limited and is on a first come first serve basis.  Please arrive early as the orientation will begin promptly at 8:30 A.M. and late arrivals will not be admitted.
Before attending orientation, providers should verify the recipient they will be working for has an active/open IHSS case (i.e. a social worker has completed an in-home assessment, approved the case, and your recipient received IHSS paperwork).  Orientation is for new providers whose recipient has an approved case and a case number.  Please bring the recipient’s case number to complete the enrollment paperwork and receive timesheets.  If your recipient does not have a case number, ask her/him to look on their IHSS paperwork or ask that they contact IHSS by calling (916) 874-9471.
Orientation begins at 8:30 A.M. and late arrivals will not be admitted.  Orientation is for new providers and their interpreters only. Please no recipients, children, family, or friends. Please allow 2 hours to complete orientation. The required provider enrollment forms will be available at orientation. These forms are linked below if you wish to review them prior to orientation.
Department of Justice (DOJ) LiveScan services (digital fingerprint imaging) are available following provider orientation.  The IHSS Public Authority charge for the LiveScan service and DOJ report is $47 (cash or money orders only).

2. Bring your unexpired, U.S. government-issued photo ID (e.g. driver’s license, state-issued ID card, U.S. passport, or military ID) and your original Social Security card to orientation.

3. Submit the following form, which must be completed and signed by your recipient before you can be paid. This form is available below for your convenience. It will save you time if you are able to bring this completed and signed form to the orientation.

This form is also available in our office. Once you have completed the above requirements, you may return this completed and signed form to our office at any time during business hours. Your recipient’s original signature is required.

4. Complete and pass a California Department of Justice (DOJ) criminal background check. Click here for more detailed information on the background check requirements.
